A gutter full of ice is extraordinarily heavy. Water weighs a little over eight pounds per gallon, and a long run holding solid ice can carry several hundred pounds in a place designed to hold a fraction of that. Two things then happen. The hangers begin to pull out of the fascia, which is the slow version. Or a slab of snow releases from the roof above and hits the gutter on the way down, which is the fast version and takes the gutter with it. Neither is really a failure of the gutter. Both are the result of the system being loaded far outside what any gutter is built for. What reduces the risk is a system that does not freeze solid in the first place: correct pitch so water drains rather than stands, adequate outlets so it can leave, clear downspouts, and heat cable where a roof reliably produces meltwater. Hanger spacing matters too, since load is shared between fasteners and a run hung every four feet concentrates it. Snow retention devices on the roof address the falling-slab version, which is roofing work rather than gutter work.
