Why a second story changes the job

The difference between gutter work on a single-story house and on a two-story house is not the material, which is identical, or the length of run, which may be similar. It is access. Everything above roughly twenty feet takes longer to reach, requires more setup, and carries more risk, and all three of those show up in a price. Ladder work at that height needs stable footing and often needs the ladder repositioned far more frequently than the same run at single-story height. Sloped or landscaped ground next to the wall makes that harder again. Some elevations cannot be reached from a ladder safely at all and need staging. There is a practical consequence beyond cost. Because access is the expensive part, the marginal cost of doing additional work while set up is low. If a second-story run needs attention and the guards or the downspout upsize on that same elevation have been on the list, doing them in one visit rather than three is a genuine saving. Conversely, deferring one small item on a high elevation often means paying the access cost twice.
