Roof valleys and where water concentrates
Water does not arrive at the gutter evenly along its length. Wherever two roof planes meet they form a valley, and a valley collects the runoff from both sides and delivers it to one point at the eave. On a house with a complex roof, a single valley can be dumping the equivalent of several hundred square feet of roof into a two-foot section of gutter. That is why overflow so often appears at one spot while the rest of the run behaves perfectly. It is not a defect in that section of gutter. It is a design question about whether anything was done to account for the concentration. The usual answers are a downspout placed near the valley discharge, a splash guard on the inside of the gutter at that point to stop water shooting straight over, or upsizing that particular run. What does not work is treating the whole system as if water arrives uniformly, which is what happens when a replacement copies the previous layout. Standing outside during a heavy rain and watching where the water actually goes tells you more about a roof than any measurement taken from the ground.
